“It's the Only System We've Got”

Front-line public “Child Welfare” caseworkers, also known as emergency response or investigative play a significant role in the system. Placed an intermediary within system, caseworkers are tasked with making critical decisions while attempting to advocate for families and uphold system’s policies. To understand caseworker decision-making processes more in-depth, qualitative study was conducted eighteen four different counties. The guiding research question of current was: “What impacts decisionmaking which child protective service workers investigate substantiate referred cases maltreatment?” Findings revealed several nuances extensive complexities how navigated often contradictory roles Important emerging themes include caseworkers’ use surveillance during investigation multi-institution partnership indecision-making processes. This Comment discusses ways react navigate ambiguity parental resistance investigations, lending often-overlooked exploration into various apparatus. Understanding complex web information-gathering may lead novel thinking about system addresses protection.
